IT Manager - Scrum
Join the Cash Application Development Services Team of the Federal Reserve Bank of San Francisco! Cash ADS is a group of full-time developers, analysts, testers, and Scrum Masters who work on program and project level initiatives for the Cash Product Office of the Federal Reserve System. If you enjoy tackling new challenges in a fast-paced environment, this is the job for you. Some travel is required for face to face collaboration with business and technology partners from other Reserve Banks.
Scrum Master Responsibilities:
Manages the development and implementation of IT initiatives to support business strategy
Partners with senior stakeholders from various parts of ITS to drive successful outcomes
Manages teams accordingly against set costs and takes appropriate steps to stay within budget
Embraces and executes change through frequent communication to staff and stakeholders
Acts as a primary communication hub between various functional departments and the application development team to foresee risks, formulate plans, and organize activities to ensure sprints are completed on time
Participate in creating and managing project plans, artifacts, and deliverables according to prescribed processes and methodologies.
Display the capability of a Servant Leader, whose focus is removing impediments and building up the capabilities of an Agile Team and escalate the need for resolution of impediments to stakeholders, as needed while in parallel empower the team to self-organize to work together on product delivery.
Act as a change agent and champion Agile principles to teach, mentor, facilitate and coach teams to continuously improve while using the Agile framework to maximize productivity of the team
Guards the agile team from external requests and disruptions
Coordinates and facilitates sprint planning and task definition, sprint backlog execution, impediment removal and tracking, sprint review, and retrospectives
Partners with project and release managers in production deployment activities
Works with Product Owners to support short and long-term release planning, and to keep work backlog ready and prepared for execution while ensuring effective communication between Product Owners and the agile team
Develops metric reports on project status, schedule, and agile metrics such as velocity and cycle time and report status of progress to an Executive Audience
Up to 25% of Travel may be required.
People Management Responsibilities:

Documents and presents performance assessments
Recognizes and rewards associates commensurate with performance
Ensures staff have the resources and skills needed to support all work initiatives within the assigned function
Identifies roles, skills and knowledge required to achieve goals
Coordinate and oversee performance of project resources and set expectations accordingly; and work with Resource Manager to address performance issues, as appropriate.
Participates in IT workforce planning activities
Education & Experience
Bachelor’s degree in Computer Science, Engineering, Business Management or a related field
Typically has 3 years of relevant IT and business work experience (5 years a plus)
Requires 1 year of experience in leading teams ( 3 years a plus)
Proven ability to collaborate, build relationships and influence individuals at all levels in a matrix-management environment
Experience in the following:
o IT applications, operations, service and support organizations
o Data processing, analysis and quality management tools
o Development and implementation of processes and policies
Requires knowledge of multiple agile development methodologies and frameworks
Requires understanding of the basic fundamentals of iterative and incremental development
Demonstrated experience in leading teams
Requires PMI-ACP, CSM, or equivalent certification
The successful candidate must be a U.S. Citizen, U.S. National, or hold a permanent resident status/ green card, with intent to become a U.S. Citizen.
